Origin and Usage
At USS Khai Tam general meetings, the head of each department would give a report about upcoming or past activities relating to the department. Frequently, the Security Department had little to report, and would begin (and end) the report with the phrase "All Secure" or "Everything's Secure". This quickly evolved into a catchphrase for whenever someone was absent or had nothing to say or report.
